In 2021, the Biden Administration launched the Reconnecting Communities Pilot (RCP) Program. Since then, the program’s $1 billion in discretionary grants has begun to challenge the concept that we must accept divided neighborhoods forever. Now in its 3rd year of grant authorizations, this paper explores how to best measure repair and reconnection. It also includes a tool kit for local planners and officials, grounded in concepts of spatial equity, and suggests measures to help practitioners understand a project’s present-day impact while also setting transformational goals for future improvement.
