In 2017 Perkins Eastman led a consortium of internationally renowned designers, engineers, and urban planners to envision a new solution for the Port Authority Bus Terminal (PABT), dubbed “Convergence,” submitted as part of the Port Authority of NY/NJ’s International Design + Deliverability Competition. Rather than raze and replace the existing terminal building in West Midtown, the collaborative brought a novel, large-scale vision for the world’s busiest bus terminal, one that prioritizes accessibility, accommodates increased usage, and capitalizes on the ongoing evolution of Manhattan’s west end.

The vision begins with placing all bus terminal operations in the basement level of the Jacob K. Javits Convention Center, providing space that exceeds PABT’s long-term capacity needs. Buses and trucks will access the terminal via the Lincoln Tunnel tubes, effectively removing surface traffic, and an expanded transit network will leverage new infrastructure like the Number 7 Subway Hudson Yards station, the Hudson River bikeway, and ferry terminal. Further, by bringing together the Javits property with surrounding Port Authority-owned land and serving coastal resiliency needs with the introduction of new riverfront green space, this new Port Authority would allow normal operations to continue throughout construction and would require no use of eminent domain.

Far more than the sum of its parts, this ambitious feat of transit infrastructure will create lasting value beyond mere transit use and congestion relief. This vision leverages transit infrastructure for the purposes of creating new destinations, more open space and connectivity, and more enjoyable and efficient ground-level experience for all modes.

The consortium is composed of Perkins Eastman, ARUP, Mikyoung Kim Design, Washington Square Partners, VJ Associates, and Conventional Wisdom.
