The campus has been designed to bring Shandong University into the 21st century and expand its international presence by providing world-class teaching, living, and research facilities.

The master plan was developed to take advantage of sea views and the gently sloping topography of its beachfront location and to that end, features sustainability as a core concept. The plan combines traditional and modern campus planning, landscape, and architectural features and is organized around major and minor axes. There is a central academic area consisting of academic quads. Student housing comprises villages to the north and south of the campus. Buildings are typically three to four stories and are disposed in order to create a pedestrian-friendly environment with a walkable scale.
